Ebony House has been in existence for more than 34 years and was incorporated in 1972.  It is the only substance abuse treatment facility in Arizona that has  consistently targeted the African American population.  The organization was founded by three recovering alcoholics, C.T. “Black Wally” Wallace, James Johnson and Elbertzena “Elba” Fontenot, who saw the need in Phoenix for a treatment facility to address alcoholism in the African American community.

Ebony House, Inc. is a non-profit agency providing  standard and intensive behavioral health outpatient treatment services; outreach, education and prevention services to adults, children and their families; and Level II Residential Treatment for adult men and women in the community who are suffering from issues related to substance abuse and co-occurring disorders.  Ebony House also provides HIV/AIDS/STD counseling and testing, along with HE/RR, health fairs, outreach services, and provides mobile units that travel across Maricopa County giving HIV oral swab tests to anyone that wishes.
